En el Excmo. Ayuntamiento de Ávila, se considera necesario e imprescindible promover el pertinente expediente de licitación para la contratación del Servicio de Explotación del Punto Limpio de Ávila con una empresa del sector, al no disponer en el ayuntamiento de la preceptiva autorización para la explotación de este tipo de infraestructuras, ni de la autorización para actuar como gestor de este tipo de residuos, y ante la inexistencia de medios humanos y del personal adecuado con la cualificación necesaria e imprescindible que permita llevar a cabo las tareas descritas. A tal fin resulta conveniente la determinación del mejor licitador mediante un procedimiento abierto a la libre concurrencia utilizando una pluralidad de criterios de adjudicación en base la mejor relación calidad-precio; criterios económicos y cualitativos, que avalen la obtención de un servicio de calidad que responda lo mejor posible a las necesidades; y que deberán ser enjuiciados, oportuna y motivadamente, en la forma que luego se señala.
