Las distintas Áreas de EGEMASA presentan necesidades independientes y recurrentes de adquirir materiales incluidos en las categorías objeto del SDA (Ropa de trabajo, ropa especial e indumentaria de protección. Esta demanda es continua y, además, difícilmente panificable con precisión, en la medida en que la reposición y las compras vienen determinadas por consumos efectivos, desgaste, deterioro por uso, incidencias imprevistas, cambios de tallaje/temporada, roturas, urgencias operativas y necesidades sobrevenidas derivadas de la prestación de los servicios. La necesidad radica en proveer de vestimenta, prendas laborales, accesorios y equipos de protección individual imprescindibles para la realización de los servicios propios de EGEMASA según exigencias previstas en la Ley de Prevención de Riesgos Laborales por la que los trabajadores/as, en el desarrollo de sus funciones de trabajo, deben disponer de los Equipos de Protección Individual que les garantice de forma plena la Seguridad y Salud en el trabajo. En consecuencia, se hace necesario disponer de un sistema de contratación que permita atender de forma ágil y flexible las necesidades reales de cada Área, garantizando en todo momento la disponibilidad del vestuario y de los equipos de protección exigidos por la normativa en materia de prevención de riesgos laborales.
