Il s'agit d'élaborer un plan de gestion stratégique des zones humides à l'échelle du Grand Delta du Rhône afin de donner une vision claire du fonctionnement global de la mosaïque de milieux le composant, de caractériser la manière dont les zones humides interagissent entre elles et ainsi de déterminer l'impact des mesures de gestion de chaque zone humide gérée individuellement sur l'ensemble du système. Cette vision globale du fonctionnement hydraulique de l'ensemble doit permettre de formuler des recommandations de gestion à l'échelle du périmètre d'étude qui permettront de répondre aux objectifs formulés dans le CCTP. Le PGSZH sera construit avec les différents acteurs du territoire, afin qu'ils puissent échanger, prioriser et se positionner dans une logique cohérente de conservation et de restauration des zones humides
