- Objet du marché (Cf. art 2-1 du règlement de la consultation) Le présent marché est un marché d'études qui a pour objet une mission de programmation relative à la réhabilitation d'une ancienne usine en un pôle technique et logistique communautaire regroupant la Direction Equipements Professionnels et Achats (DEPA) et les services Eclairage-Régulation et Maintenance de la Direction Voirie et Mobilité (DVM) de la Communauté urbaine Le Havre Seine Métropole. - Tranches (Cf. art 3-1 du règlement de la consultation) Le marché contiendra 1 tranche ferme et 2 tranches optionnelles au sens des articles R. 2113-4 à R. 2113-6 du code de la commande publique. Les études de programmation seront réalisées selon les phases précisées dans l'article 3-1 du RC
