Lepingu esemeks on Rail Baltica regionaalse reisijateveo veeremi ost koos kaasnevate teenustega, samuti veeremiühiku optsioonid. Tehniline kirjeldus on lisatud (Lisa 1). Eduka pakkujaga sõlmib iga hankija (Elron, LTG, Vivi) eraldi lepingu.
