У зв’язку з частими відключеннями електричної енергії і з метою безперебійного постачання пального Замовнику (КП БЦМР «Тролейбусне Управління» є підприємством критичної інфраструктури, послугами якого користуються в першу чергу пільгові категорії населення), тому для здійснення безперебійного перевезення Учасник повинен володіти на правах власності (оренди, партнерських договорів) не менш як двома АЗС на відстані по проїзджій частині шляху до трьох кілометрів від місцезнаходження Замовника і не менш як чотирьма АЗС на території м. Біла Церква для можливості заїзду 12-метрового автобуса без порушення ПДР та не створюючи аварійну ситуацію на дорозі та без додаткового пробігу (для розвороту) для заїзду на АЗС. Також повинні бути виконані просторові вимоги для заїзду: ширина проїзду для таких автобусів на території АЗС повинна становити не менше 3,5-4 м для однієї смуги. Мінімальний радіус повороту автобуса довжиною 12 метрів складає 11-12 м, тому ширина маневрових майданчиків біля паливороздавальних колонок (ПРК) повинна дозволяти плавний виворіт коліс. З огляду на ту обставину, що автотранспорт Замовника здійснює перевезення на внутріміських маршрутах, вказані вище АЗС не повинні бути розміщені на автомобільних магістралях.
