Developing a broadly accepted estimate of European costs of work-related accidents and diseases based on readily available data

The European Agency for Safety and Health at Work (EU-OSHA) is planning to launch a call for tender for the provision of a study on “Developing a broadly accepted estimate of European costs of work-related accidents and diseases based on readily available data”. The overall objectives of the contract to be awarded are: - Conduct a comprehensive review of existing literature on DALY monetization methods, updating and going beyond EU-OSHA research already done (link). - Assess the strengths and weaknesses of different approaches (Human Capital, Willingness-to-Pay, Value of a Statistical Life Year, probabilistic models), also considering and comparing socio-economic estimates from other disciplinaries. - Assess the reliability of DALY estimations already available (ICOH, WHO/ILO) - Develop a standardized method for monetizing DALYs that can be applied across different countries. The method should be based on economic data relevant to the chosen monetization methods (e.g., GDP per capita, median earnings, healthcare costs) and validated using case studies or pilot studies in selected EU countries. - The results from the proposed method should then be analysed to identify patterns, disparities, and key cost drivers. Expected deliverables are: - A report presenting the literature findings, a detailed description of the method developed to estimate the cost, the arguments and the reasoning for the selection of the proposed method, the results and the analysis (max. 25-30 pages or 12,500-15,000 words, excluding references and annexes)). - A summary of the report (max. 3 pages or 2,500 words, excluding references) - A PowerPoint presentation presenting the main findings (max. 20 slides). The maximum total budget available for the contract to be awarded is EUR 30.000 (excluding VAT) and the duration of the contract will be 12 months. It is possible to express interest as an individual organisation or a consortium. However please note that invited candidates can submit a joint tender with other economic operators only if they have expressed interest in the planned procedure as a consortium.
