De gemeente Almere zoekt via een tenderprocedure met voorselectie één ontwikkelpartij of een combinatie van partijen voor de ontwikkeling en realisatie van maximaal 279 grondgebonden woningen in De Hofgaarden (bouwvelden 28 en 29), onderdeel van Nobelhorst fase 5. Het programma bestaat uit 149 betaalbare woningen (waaronder minimaal 50 betaalbare huurwoningen en minimaal 50 betaalbare koopwoningen) en 130 vrije sector koopwoningen. De opgave valt in een bredere gebiedsontwikkeling met daarnaast zeven appartementengebouwen van woningcorporatie GoedeStede en een nieuwe basisschool. Van inschrijvers wordt gevraagd een integrale visie uit te werken voor een eigentijds tuindorp, met aandacht voor beeldkwaliteit, duurzaamheid en sociale cohesie. Daarnaast wordt van de winnende partij gevraagd een programmatische bijdrage te leveren aan het opbouwen van een sterk buurtschap, onder meer door de invulling en programmering van een buurtkamer en een aanpak voor de eerste vijf jaar van de buurt.
