La commande s'inscrit dans la procédure du "1% artistique" relative à l'obligation de décoration des constructions publiques. Il s'agit d'une procédure adaptée restreinte en 2 phases, avec la sélection de 3 artistes lors de la 1ère phase qui seront admis à présenter un projet lors de la 2ème phase pour sélectionner l'artiste attributaire du marché, selon les critères et modalités indiqués dans le programme.
