The buyer is procuring supply of A-95 petrol (Euro 5) and diesel fuel (Euro 5). From 1 May 2025, petrol with an octane rating below 98 must contain at least 5 percent biofuel components by volume, with an allowed measurement error of plus or minus 1 percent, under Ukrainian law on alternative fuels. Fuel must be dispensed around the clock at the supplier's own or rented filling stations or at partner stations, using authorisation documents such as coupons or smart cards. The network must include at least 20 stations, including at least 10 in Rivne region (Dubno, Sarny, Varash), at least 5 in Rivne city and at least 5 in Kyiv. Authorisation documents must remain valid for at least 12 months with guaranteed extension.
