Le présent marché public de services porte sur le remplacement de l’outil informatique de gestion du logement social de la ÖWOB SRL, société de logement de service public active en Communauté germanophone de Belgique.Le marché comprend la fourniture, l’implémentation, la migration des données, la formation et la maintenance d’un écosystème numérique intégré couvrant la gestion financière et comptable ainsi que la gestion locative sociale. L’objectif est l’optimisation et la digitalisation des processus, tout en garantissant une interopérabilité pérenne avec les systèmes existants et futurs ainsi qu’une connexion aux sources de données authentiques (notamment fédérales).Le marché est divisé en deux lots : 1. Gestion comptable et financière, 2. Gestion locative sociale et calcul des loyers sociaux. La mise en oeuvre du projet est prévue de manière progressive, en plusieurs phases. Le présent lot porte sur la fourniture, l’implémentation, la migration des données, la formation et la maintenance d’une solution logicielle destinée à la gestion comptable et financière du pouvoir adjudicateur. La solution doit couvrir notamment la comptabilité générale, la gestion financière ainsi que le reporting légal et réglementaire, et s’intégrer de manière native et pérenne dans un écosystème numérique . L’interopérabilité avec d’autres applications métier ainsi que la connexion aux sources de données authentiques (notamment fédérales) sont requises.; Le présent lot concerne la fourniture, l’implémentation, la migration des données, la formation et la maintenance d’une solution logicielle dédiée à la gestion locative sociale. La solution vise la gestion du patrimoine immobilier, des locataires et des candidats, ainsi que le calcul et la gestion des loyers sociaux, conformément aux dispositions légales et réglementaires applicables. Elle doit s’intégrer de manière cohérente dans l’écosystème numérique global et permettre l’échange de données avec d’autres systèmes et des sources de données authentiques.
