L’objet de la procédure est la conclusion d’un nouvel accord-cadre pour le remplacement de l’outil de gestion de l’énergie et comprend entre autres : • La fourniture d'une solution EMS : le logiciel de gestion de l’énergie, y inclus un module de gestion de contrats d’énergie et de sa maintenance ; • L’exploitation de la solution en mode « Software as a Service » (SaaS) ; • Les prestations d'implémentation, de configuration, d'intégration et de migration nécessaires à sa mise en œuvre ; • Les prestations de support du Pouvoir Adjudicateur dans le cadre de l’exploitation et de l’évolution de l’application. L’achat du matériel informatique nécessaire au support du logiciel est exclu du scope du présent marché. Un EMS est une plateforme logicielle permettant de centraliser, structurer, exploiter et valoriser des données énergétiques provenant de multiples sources afin de soutenir les activités de gestion énergétique, de suivi des consommations, d'analyse des performances énergétiques et d'aide à la décision.
