Description

L’objet du présent marché est de mettre en place une politique optimale de gestion du stationnement c’est-à-dire à la fois efficiente, efficace et performante en privilégiant les quatre objectifs suivants : - Fluidifier la circulation en améliorant la rotation du stationnement dans l’hyper centre-Ville de Tubize ; - Encourager la multimodalité (c’est-à-dire promouvoir d’autres types de transport en termes de solutions alternatives au profit des citoyens selon leur budget ou leurs valeurs idéologiques) et en vue d’accroître la qualité de vie au centre-Ville ; - Soutenir l’attractivité commerciale grâce à la politique de stationnement de courte durée à proximité des commerces. Ce qui permettra d’améliorer la fréquentation des commerces implantés dans l’hyper centre-Ville ; - Libérer des emplacements sur l’espace public au profit d’autres aménagements. Le Pouvoir adjudicateur attend du Concessionnaire que la gestion du stationnement se fasse dans une démarche participative et évolutive. Par gestion participative, on entend une prise en compte des intérêts de la Ville, de ses habitants et des commerçants aux fins de participer à la réalisation des objectifs de développement durable de la tels que fixés par autorités communales. Par gestion évolutive on entend une adaptation de la gestion du stationnement aux évolutions technologiques, sociales, environnementales.
