Il s'agit d'un contrat d'honoraires avec un bureau d'études qui assume les tâches du maître d'ouvrage (promoteur du projet), agit en tant que responsable et participe au développement et à la coordination des projets TGA au nom du donneur d'ordre. Il soutient également le Facility Management (FM - exploitation des bâtiments et contrôle des coûts d'exploitation) et le service immobilier (planification des infrastructures) du service des infrastructures du ministère de la Communauté germanophone. Le bureau d'études doit connaître les normes et lois belges pour pouvoir exécuter cette mission. Il s'agit d'un contrat d'honoraires conclu avec un bureau d'études qui assume les tâches du maître d'ouvrage (promoteur du projet), agit en tant que responsable et participe au développement et à la coordination des projets TGA au nom du donneur d'ordre.
