Zij omvat de controle van de uitslagen van de grondproeven, van de technische voorschriften van de bestekken en bijhorende documenten, van de studie van de werken: berekeningen, modelproeven, plannen, uitvoeringsdocumenten, van de uitvoering en de kwaliteit van de werken. De tussenkomst van het controlebureau laat toe de risico’s die de oprichters lopen te dekken bij verzekeringsmaatschappijen aanvaard door de opdrachtgever. Onderhavige opdracht zal opgesplitst worden in bestellingen, die tijdens de uitvoering gesloten zullen worden, naargelang de noden van de aanbestedende overheid. Elke bestelling omvat een deel van de volledige opdracht. De verschillende deelopdrachten betreffen: de technische controle in ontwerpfase en de technische controle in de uitvoeringsfase van een project.
