IOK Afvalbeheer beschikt over een industriële composterings- en vergistingsinstallatie waar organisch-biologische afvalstromen (o.a. gft-afval, tuinafval en bermmaaisel) verwerkt worden tot compost en biogas. De compost wordt op heden via een stationaire trommelzeef en bijhorende transportbanden gescheiden in 3 fracties op basis van partikelgrootte. De fijne fractie wordt finaal afgezet als compost. De middelgrove fractie wordt geretourneerd naar de composteringsinstallatie. De meest grove fractie wordt afgevoerd als zeefoverloop. Deze opdracht omvat het ontmantelen en vervangen van de huidige trommelzeef en bijhorende transportbanden door een nieuwe bewerkingsinstallatie. Met oog op een kwalitatief eindproduct dat voldoet aan huidige en potentieel toekomstige strengere normen dient de nieuwe installatie uitgerust te worden met scheidingstechnieken waaronder zeving, windzifting en magnetische metaalafscheiding om contaminanten (plastic, metaal, stenen, glas,…) te verwijderen uit de compost. Dit eerste deel regelt de procedure die betrekking heeft op de aanduiding van een opdrachtnemer middels een mededingingsprocedure met onderhandeling (MMO). Dit gebeurt in 2 fasen, zijnde een selectiefase en een offertefase. De aanbestedende overheid zal in de eerste stap van de plaatsingsprocedure (selectiefase) een selectie doorvoeren op basis van de kwalitatieve selectiecriteria om de kandidaten te selecteren die toegelaten worden voor verdere deelname aan de plaatsingsprocedure. Fase 1: Selectiefase Tijdens deze eerste fase zullen de aanvragen tot deelneming worden beoordeeld en wordt onderzocht of de kandidaten zich niet in één van de uitsluitingsgronden bevinden en voldoen aan de kwalitatieve selectiecriteria (I.5.1).
