Description

Der ISPM 15 ist ein internationaler Standard für phytosanitäre Massnahmen zur Regelung von Holzverpackungsmaterial, der vom Sekretariat des Internationalen Pflanzenschutzabkommens (IPPC) herausgegeben wurde (Anhang 04 - Regulation of wood packaging material in international trade). Das IPPC wurde von 185 Staaten ratifiziert (Stand Januar 2025), die Schweiz ratifizierte es 1996. Das Bundesamt für Landwirtschaft (BLW) und das Bundesamt für Umwelt (BAFU) bilden, gemäss Artikel 102 der Verordnung vom 31. Oktober 2018 über den Schutz von Pflanzen vor besonders gefährlichen Schadorganismen (Pflanzengesundheitsverordnung, PGesV; SR 91 6.20), gemeinsam den Eidgenössischen Pflanzenschutzdienst (EPSD). Die Aufgabe des EPSD ist es, die Einschleppung und die Ausbreitung von besonders gefährlichen Schadorganismen in die Schweiz sowie die Ausfuhr und Verschleppung von Schadorganismen aus der Schweiz zu verhindern. Die Pflanzengesundheitsverordnung regelt unter anderem a) Den Umgang mit besonders gefährlichen Schadorganismen sowie mit Waren, die potenzielle Träger besonders gefährlicher Schadorganismen sind und b) Die Überwachung und Bekämpfung besonders gefährlicher Schadorganismen. In der vorliegenden Ausschreibung geht es um die Kontrollen von Warenimporten mit Verpackungsholz sowie die Führung des Backoffices.
