Description

Die Einwohnergemeinde Zwingen hat die bisher bestehenden Mandatsverhältnisse im Bereich des gesetzlichen Sozialdienstes und des Asylwesens per 31. Dezember 2026 gekündigt. Die Aufgabenerfüllung ist deshalb per 1. Januar 2027 neu zu organisieren. Die Gemeinde beabsichtigt, die operativen Aufgaben des gesetzlichen Sozialdienstes und des Asylwesens weiterhin an eine externe, fachlich qualifizierte Organisation zu übertragen. Die hoheitlichen Entscheid- und Verfügungskompetenzen verbleiben bei den zuständigen Gemeindeorganen beziehungsweise bei der zuständigen Sozialhilfebehörde. Zu diesem Zweck wurden Ausschreibungsunterlagen für ein offenes Vergabeverfahren erarbeitet. Der Auftrag ist in folgende zwei Lose aufgeteilt: ·        Los 1: Gesetzlicher Sozialdienst ·        Los 2: Asylwesen, Unterbringung und Betreuung Die Anbieterinnen und Anbieter können für ein einzelnes Los oder für beide Lose ein Angebot einreichen. Kombinationsangebote sind zulässig, sofern die Preise für die einzelnen Lose transparent ausgewiesen werden. Die Gemeinde behält sich vor, die Lose separat oder gemeinsam zu vergeben, sofern dies aufgrund der Bewertung und der Wirtschaftlichkeit sachlich begründet ist.
