La commune de Gannat a transféré depuis décembre 2025 sa compétence « réseau de chaleur » au SDE03. Dans ce cadre, le SDE 03 a engagé en partenariat avec les acteurs publics et privés du territoire dont l'entreprise UNITHER INDUSTRIES (secteur pharmaceutique) une étude d'opportunité concernant la réalisation d'un réseau de chaleur fatale produite sur la commune afin d'alimenter les équipements publics situés à proximité : - Le lycée Gustave Eiffel ; - Le collège Joseph Hennequin ; - Le futur centre aqualudique communautaire ; - Le futur centre de loisirs communautaire ; - Les deux gymnases communaux ; - L'ancienne piscine transformée en salle de sports de combat ; - Les vestiaires foot ; - Le poolhouse du tennis ; - Le centre technique municipal. La maîtrise d'ouvrage de l'équipement est à la charge du SDE03. Ce marché est donc un marché de service qui concerne : Après confortation des résultats de l'étude d'opportunité préalablement réalisée, d'une part en la réalisation d'une étude de faisabilité pour la création d'un réseau de chaleur fatale intégrant une solution innovante de stockage de chaleur puis dans un second temps, en une prestation d'assistance à maitrise d'ouvrage en vue de la passation et du suivi du marché public global de performance.
