Tender for the Discovery, Design, Development, Deployment and Support of an Estyn Mobile App

2. Aim - Estyn is seeking to appoint a suitably experienced supplier to undertake the discovery, user experience design, technical design, development, testing, deployment and initial support of a bilingual mobile application for iOS and Android. - The successful supplier will be expected to work collaboratively with Estyn to refine the detailed requirements during discovery, while retaining the core product proposition and minimum viable product (MVP) requirements set out in this specification. - • Deliver an intuitive, accessible and bilingual app for education professionals across Wales. • Provide a personalised professional improvement experience based on role, sector, interests and setting preferences. • Develop an AI-assisted search feature grounded in Estyn-approved content. • Provide mobile-friendly access to Estyn resources and media content. • Test and deliver phase 2; the creation of a secure inspector companion area connected to Estyn's existing Inspector Profile application. • Provide appropriate content, notification, analytics, security, privacy and governance arrangements. • Deploy the app to the Apple App Store and Google Play and provide documentation, knowledge transfer and agreed post-launch support. •Provide ongoing maintenance and support services for a minimum period of 36 months following implementation, with associated ongoing and recurring costs identified separately from the core development costs.
