Project: P130182 - Education Improvement Project Reference: AF EIP ICB-1.5.1.1 Procurement method: Request for Bids Financing: World Bank Specific Procurement Notice Request for Bids Goods (One-Envelope Bidding Process) Country: ARMENIA Name of Project: ADDITIONAL FINANCING FOR “EDUCATION IMPROVEMENT PROJECT” Contract Title: PROCUREMENT OF SCIENCE LABORATORY EQUIPMENT, ACCESSORIES, APPLIANCES, AND SUBSTANCES FOR SCHOOLS OF ARMAVIR REGION Loan No. 9389-AM RFB Reference No.: AF EIP ICB-1.5.1.1, comprising of 7 Lots Lot 1: Procurement of Biology and Chemistry Laboratory Equipment Lot 2: Procurement of Electrical Equipment and appliance for Biology, Chemistry and Physics Laboratories Lot 3: Procurement of Accessories and appliance for Biology and Chemistry Laboratories Lot 4: Procurement of Substances for the Chemistry and Biology Laboratories Lot 5: Procurement of Geography Laboratory Equipment and accessories Lot 6: Procurement of Physics Laboratory Accessories Lot 7: Procurement of Physics Laboratory Equipment The Republic of Armenia has applied for financing in the amount of EURO 22,600,000 from the World Bank toward the cost of the Additional Financing for the “Education Improvement Project” and intends to apply part of the proceeds toward payments under the contract for Procurement of Science Laboratory Equipment, Accessories, Appliances and Substances for Schools of Armavir Region . The Center for Education Projects Project Implementation Unit State Agency (CEP PIU SA) now invites sealed Bids from eligible Bidders for Procurement of Science Laboratory Equipment, Accessories, Appliances and Substances for Schools of Armavir Region . The laboratory Equipment, Accessories, Appliances and Substances will be delivered to the schools in Armavir marz of Armenia /the details regarding the types and quantity of the Goods to be procured are provided in the Bidding Documents which can be received free of charge/. Bidders may Bid for one or several lots, as further defined in the request for bids document. Bids will be evaluated on a per lot basis. Discounts, if any, offered for each lot will be considered in the evaluation of bids. Discounts for combined lots will be taken into account in evaluation of bids. The main qualification criteria: /details are provided in the Bidding Documents/ - The Bidder should have been in the business of laboratory equipment/ electrical equipment/laboratory accessories/appliances/substances (hereinafter LabGoods) supply at least from January 1, 2017. - The Bidder should have successfully implemented at least 1 contract or up to 3 contracts of relevant LabGoods supply: started from January 1, 2017 and completed before the bid submission deadline for each submitted lot with at least the same total amount no less than the amount submitted for the current lot. - The Bidder shall demonstrate that the technical and performance characteristics of the Goods it offers meet technical specification requirements presented in the Bidding Documents. - The Bidder shall submit Audit Reports inclusive Auditors’ Opinion(s) and attached Notes to the financial statements for any 3 successive years during the period of 2017-2022 (2017-2019 or 2018-2020 or 2019-2021 or 2020-2022) of its own choice . 3. Bidders may Bid for one or several contracts, as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid. The Bidder to be awarded a contract for more than one lot must meet the aggregate requirements specified in the Bidding Documents 4.
