Project: P171150 - Health Systems Improvement Project Reference: BA-HSIP-9351-G-RFB-25-2.1.1.2 Procurement method: Request for Bids Financing: World Bank Request for Bids Goods (Two-Envelope Bidding Process) The advertisement dated July 2, 2025., has been cancelled. This new advertisement replaces it. Prospective bidders who have already purchased the previous tender document will receive the revised tender document at no cost. Country: Bosnia and Herzegovina Name of Project: Health Systems Improvement Project (HSIP) Contract Title: Procurement of Ambulance vehicles Loan No.: 9351-BA RFB Reference No.: BA-HSIP-9351-G-RFB-25-2.1.1.2 1. The Borrower, Bosnia and Herzegovina, and Federation of Bosnia and Herzegovina, through a subsidiary agreement with the Borrower, has received financing in the amount of USD 21,500,000.00 from the World Bank, toward the cost of the Health Systems Improvement Project (HSIP) and intends to apply part of the proceeds toward payments under the contract for Procurement of Ambulance vehicles. 2. The Project Implementation Team (PIT) established within the Federal Ministry of Health now invites sealed Bids from eligible Bidders to supply Ambulance vehicles (20 pieces of Ambulance vehicles type 1 and 15 pieces of Ambulance vehicles type 2) in multiple locations within the Federation of BiH. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017, August 2018, and November 2020) (Procurement Regulations) , and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 20 % and for Bid cost: 80 %. 5. Interested eligible Bidders may obtain further information from the Project Implementation Team (PIT), Mr. Nedim Džafo, email address: nedim.dzafo@fmz.gov.ba, (cc other email), and inspect the bidding document during office hours from 10.00 to 14.00 hours at the address given below. 6. The bidding document in the English language may be purchased by interested eligible Bidders upon submitting a written application to the address below and upon payment of a non-refundable fee of BAM 100 (or EUR 50). Bids must be delivered to the address below on or before September 29, 2025 ., at 14.00 hours . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid” and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on September 29, 2025, at 14.15 hours. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in the safe custody of the Purchaser until the second public opening. 8. A Bid-Securing Declaration must accompany all Bids. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document. 10.
