The Republic of Armenia has received financing from the World Bank toward the cost of the Fourth Public Sector Modernization Project (PSMP4) , and intends to apply part of the proceeds toward payments under the contract for the Procurement of a New Personal Account Card System. 2. The Office of the Prime Minister of the Republic of Armenia now invites sealed Bids from eligible Bidders for supply/development, installation, customization, testing, and technical support of the New Personal Account Card System. The purpose of the new PAC system initiation is to develop a simpler, more convenient mechanism, that will expand taxpayers’ opportunities to register and repay liabilities, and return debit amounts to the Single Account. As a result, the use of the system will become easier and more comprehensive, and there will be no need to implement recalculation for the entire adjustment period. 3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations, that meet the following minimum 4. Interested eligible Bidders may obtain further information from the Office of the Prime Minister of RA and inspect the bidding documents at the address given below from 09.00 to 18.00 Yerevan time. 5. A complete set of bidding documents (the hard and/or the soft version) in English may be obtained by interested eligible bidders upon the submission of a written application to the address below. In addition to the hard copies, the document will be sent by e-mail upon request. The bidding documents may be downloaded (on a free-of-charge basis) also from the www.gnumner.am website (https://gnumner.minfin.am/hy/page/bac_mrcuyti_haytararutyun_ev_hraver/). Moreover, the Office of the Prime Minister of RA shall not be liable for the fault or incomplete downloading from the website, or further in case of missing the Addenda to the Bidding Document. In any case, if there is a discrepancy between a hard copy and an electronic one, a hard copy will prevail. 6. Bids must be delivered to the address below on or before April 7, 2023, at 15:00 (local time). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on April 7, 2023, at 15:00 (local time). 7. All Bids must be accompanied by a Bid Security . The amount of Bid Security required is EURO 25000 or an equivalent amount in freely convertible currency or an equivalent amount in AMD. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
