Scottish Enterprise hat einen Vertrag fuer eine Machbarkeitsstudie zur Abwasserbehandlung in Grangemouth vergeben. Die Studie wird strategische Investitionsoptionen fuer die fuenf bestehenden Abwasserbehandlungsanlagen pruefen, Budgetkosten, Lieferzeitplan und Genehmigungsanforderungen ermitteln und die Optionen mit einem Neubau oder einer Vorbehandlung vor Einleitung vergleichen. Sie unterstuetzt Project Willow und das Ziel eines kohlenstoffarmen Industriestandorts im gerechten Uebergang zur Netto-Null-Wirtschaft. Den Vertrag erhaelt Arthian Ltd fuer EUR 130,044.32, vergeben am 2025-11-07. Der erwartete Wert lag zwischen GBP 90,000 und GBP 125,000 ohne MwSt, GBP 125,000 war das Hoechstbudget. Der Vertrag sollte Anfang Dezember 2025 beginnen und bis Ende Maerz 2026 laufen.

Beschreibung

In order to achieve the objectives of Project Willow and establish Grangemouth as a low-carbon industrial cluster, as part of the just transition to a net zero economy, investment in existing infrastructure will be essential. There are currently five waste-water treatment facilities across Grangemouth. To help unlock private investment and stimulate economic growth, the existing waste-water treatment facilities are expected to require upgrades to improve capacity and meet increasing industry regulations. SE propose to undertake a feasibility study that will consider the strategic options of investment in the five different wastewater treatment facilities across Grangemouth. The study will establish budget costs, delivery timelines and consenting requirements for each option. The study will benchmark options against a new build purpose-built facility or pre-treatment of water waste prior to discharge to a treatment facility and will be used to inform infrastructure investment business cases and investment phasing. Scottish Enterprise anticipates that the contract will start early December 2025 and run until the end of March 2026. Scottish Enterprise anticipates that the contract value will be in the region of between GBP90,000 and GBP125,000 (excluding VAT). Bidders should note that the maximum budget available for this contract is GBP125,000 (excl VAT). Bids above this value cannot be accepted. This is a relevant climate change contract, bidders are required to complete and return the attached Climate Change Plan template. SPD Statement for 2A.17 - Form of Participation (Notably as part of a group, consortium, joint venture or similar). Any contract will be entered into with the nominated lead organisation and all members of the consortium, who will in these circumstances each be required to execute said contract together with all ancillary documentation, evidencing their joint and several liability in respect of the obligations and liabilities of the contract. It will be for members of the consortium to sort out their respective duties and liabilities amongst each other. For administrative purposes, any associated documentation will be sent to the nominated lead organisation. SPD Statement for 2C.1 - Where the main bidder relies on the capacities of other entities in order to meet the selection criteria, the bidder must provide a separate SPD response setting out the information required under SPD (Scotland): Part II (sections A and B); Part III exclusion grounds; the relevant part of Section IV selection criteria; and Part V (if applicable) for each of the entities concerned. SPD Statement for 2D.1 - If the bidder proposes to subcontract any part(s) of the service and those sub-contractors are not relied upon, they should arrange for a separate SPD response from each potential subcontractor. The subcontractors must complete the relevant parts of the SPD (Scotland) (Sections A and B of Part II and Part III only) to self-declare whether there are grounds for their exclusion. Bidders should note that the maximum budget available for this contract is GBP125,000 (excl VAT). Bids above this value cannot be accepted. (SC Ref:815238)
