The objective of this call for tenders is to sign multiple framework agreements in cascade for the provision of banking and financial, and public sector credit risk training services to EIB Group staff members. This call for tenders aims at acquiring various training services for EIB Group staff through the following: • Design and/or development and adaptation to EIB Group needs of instructor-led courses (in person and virtual), e-learning or a blend of various methods and materials, • Provision of collective training courses, tools and materials. The services to be provided shall be divided into the following 5 lots: Lot 1: Operations of financial transactions Lot 2: Banking regulations and supervision Lot 3: Accounting for banks and funds Lot 4: Securitisation Lot 5: Public Sector credit risk Services provided under this lot shall cover courses on - Settlement of financial transactions, including confirmation, matching, and reconciliation processes - Transaction processing and payment instructions, including SWIFT messaging, cut-off times, and payment routing - Cash management operations, including monitoring of cash flows, forecasting, and liquidity management - Collateral management, including margin calls, valuation, and reporting - Securities operations, including custody, corporate actions, and settlement cycles - Foreign exchange and money market operations, including trade lifecycle and post-trade activities - Best practices in finance operations, including risk mitigation, operational controls, and compliance - Basic financial mathematics; Services provided under this lot shall cover prudential conduct and other regulatory requirements and supervisory expectations applicable to EU credit institutions, investment firms and asset managers. This includes international banking standards set by the Basel Committee on Banking Supervision or other international bodies setting regulatory policies and standards relevant to activities of credit institutions, investment firms and asset managers in the EU, as well as their translation into EU regulations and directives and guidelines by the European Supervisory Authorities (ESAs). This includes, but is not limited to financial services legislation and the related technical standards under (1) the banking union (incl. the Capital Requirements Regulation (as amended) and Capital Requirements Directive (as amended), (2) sustainable finance (incl. EU Green Bond Standard Regulation, Taxonomy Regulation, Corporate Sustainability Reporting Directive), (3) Digital Finance (incl. DORA, (4) Financial Crime (incl. AMLR/D), as well as the guidelines on the Supervisory Review and Evaluation Process (SREP) as well as guidance from the ESAs. It is expected that the selected trainers will be called to offer training courses on specific or general topics on the above.; Services provided under this lot shall cover accounting principles and practices for banks and funds, with a focus on International Financial Reporting Standards (IFRS) and EU Accounting Directives (EU GAAP). The programme will be designed to cater for two distinct groups: 1. Non-Accountants - Participants with limited or no accounting background will be introduced to key accounting fundamentals. The goal is to build a solid foundation in core concepts, terminology, and principles to enhance their understanding and confidence in financial matters. 2. Experienced Accountants - For professionals with a background in accounting, the training will delve into recent developments, emerging issues, and more technical aspects of accounting standards. This includes updates relevant to current reporting regimes and practical insights into complex accounting treatments.; Services provided under this lot shall cover among others, one course on basic securitisation and another one on advanced securitisation for both a) true sale cash ABS and b) synthetic securitisation in the form of financial guarantees. The emphasis should be on European securitisation transactions, with a primary focus on securitisation of SME loans and/or leases, including SRT transactions. Further assets classes such as consumer loans and residential mortgages may be requested. Trainers must have a good knowledge of current and upcoming regulatory framework. Regarding synthetic securitisation, the training shall focus on the issuance of financial guarantees by Multilateral Development Banks, such as the EIB Group. The EIB Group securitisation transactions are always undertaken in order to generate new lending, so called “use-of-proceeds”. Due care shall therefore be taken to highlight the difference between the EIB Group’s approach vs. a commercial investor.; The programme shall consist of various modules and shall contribute to building common knowledge and practices throughout the organisation in dealing with Public Sector credit risk. The programme shall comprise between 3 and 6 modules Additional modules within the subject of Public Sector credit risk (or other Public Sector related themes) or modifications to the proposed modules could be requested during the duration of the framework agreement under the following condition: - new developments in Public Sector risk theory or policy arise and their addition to the programme is necessary.
