Gegenstand dieser Ausschreibung sind Beratungsdienstleistungen im Umweltbereich. Auftraggeber ist eine deutsche öffentliche Stelle, die ein Entwicklungsprojekt in Benin für die dortigen Ministerien für Wasser und Umwelt umsetzt. Das Projekt unterstützt ein integriertes Wasserressourcenmanagement (IWRM), unter anderem durch Wasserschutzzonen, natürliche Wasserspeicher, eine gerechtere Wasserzuteilung über lokale Wasserkomitees, Mechanismen für Wasserentnahmetarife und ein digitales Wasserinformationssystem, mit Schwerpunkt auf Nordbenin.

Beschreibung

Water-related conflicts are intensifying in Benin. Particularly in the northern regions of the country, competition over water resources between farmers and pastoralists is increasingly leading to tensions and disputes. The lack of economic opportunities and prospects in these areas is being exploited by jihadist terrorist groups. At the same time, climate change is exacerbating droughts, floods, and storms, while water demand from agriculture, industry, and a rapidly growing population continues to rise. The project supports the Government of Benin in its efforts to improve the management of water resources. On the one hand, it aims to protect the scarce and vital resource of water through Integrated Water Resources Management (IWRM). On the other hand, it seeks to strengthen the resilience of local populations and reduce resource-use conflicts, thereby contributing to greater social cohesion. Key partners include the Beninese Ministries responsible for Water and Environment, local water committees, and non-governmental organisations. With a particular focus on northern Benin, the project implements local measures for water resource protection, including the establishment of water protection zones and natural reservoirs. Local water committees contribute to a fairer and more sustainable allocation of water resources, particularly benefiting poorer households. In cooperation with the responsible ministries, the project also introduces mechanisms to regulate water abstraction tariffs, thereby creating sustainable financing structures for future water management measures. In addition, the project strengthens a digital water information system that improves coordination among stakeholders and provides reliable data for evidence-based decision-making. Through these interventions, the project contributes both to the protection of water resources in Benin and to the prevention and mitigation of water-related conflicts. The tender for the provision of services within the framework of Integrated Water Resources Management (IWRM) aims to strengthen climate resilience in the Mékrou, Pendjari, and Mono river basins in Benin by 2029 and targets 300,000 beneficiaries. The contractor will be responsible for conducting inclusive Climate Risk Analyses (CRAs) and supporting and/or preparing IWRM measures in line with the National Adaptation Plan and the "GIZ Climate Risk Sourcebook" (2023). Two service packages are foreseen: 1) Climate Risk Analysis (CRA) and 2) Planning and Support for IWRM Implementation. Service Package 1: Climate Risk Analysis (CRA) The main objective of this assignment is to conduct Climate Risk Analyses (CRAs) for the Mekrou, Pendjari, and Mono catchment areas. These analyses are intended to guide public policy decisions and prioritize investments in climate change adaptation in accordance with the methodology of the "GIZ Climate Risk Sourcebook" (2023). The CRA must identify climate risk hotspots by analysing current and future vulnerabilities related to the water sector and Integrated Water Resources Management (IWRM). It targets a broad range of stakeholders, including national and local decision-makers, the private sector, agricultural cooperatives, and civil society organisations. The mission is embedded within the framework of the National Adaptation Plan (NAP - Plan National d'Adaptation) and Law No. 2010-44 on water management in Benin. Social inclusion is of paramount importance. The analysis must take into account the specific needs of marginalised groups (women, girls, vulnerable youth, and persons with disabilities), as well as ethnic and religious minorities. The approach is based on the active participation of stakeholders through consultation and exchange formats grounded in nature-based solutions, gender-sensitive approaches, and conflict management principles. The studies shall follow a rigorous process ranging from scoping and alignment with policy objectives to the collection and processing of multivariate data, including climate data, socio-economic impacts, and vulnerabilities of exposed systems. Service Package 2: Planning and Support for IWRM Implementation This component builds on the risk analyses conducted under Lot 1 and focuses on the implementation of concrete measures within 15 hydrological units (CLE - Comité Locaux de l'Eau) across the Mekrou, Mono, and Pendjari basins. The service provider must develop a new catalogue of climate-resilient IWRM measures using a participatory approach. The contractor will also be responsible for the technical planning of at least 10 infrastructures, including wells, water reservoirs, retention basins, and vegetable farming/grazing areas. Furthermore, the service provider shall support the Comité Locaux de l'Eau (CLE) in integrating the proposed measure packages into their updated action plans and in preparing the technical documentation required for local grants, including contextual analysis, sustainability considerations, equity, and transparency requirements.
