Project: P508490 - Preparation of Resilient Projects to Advance Recovery of Ukraine (PREPARE Ukraine) Reference: PREPARE-C3-03 Procurement method: Individual Consultant Selection Financing: World Bank Public-Private Partnership Agency (Ukraine) Project Implementation Unit (PIU) for PREPARE Ukraine REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES) Financial Management Specialist (PREPARE-C3-03) BACKGROUND The International Bank for Reconstruction and Development (hereinafter referred to as the IBRD, the Bank) will support Ukraine in implementing the Project “Preparation of Sustainable Projects to Promote the Recovery of Ukraine (PREPARE Ukraine)” (hereinafter referred to as the Project), which is aimed at supporting Ukraine in preparing for the implementation of public investment projects identified by the Government of Ukraine as priorities within the Single Project Pipeline (SPP), and at the same time building the capacity of the Government of Ukraine to ensure effective management of public investments. The Project will be implemented under general supervision of the Ministry Economy of Ukraine (hereinafter - MoE) by implementing entity - State Organization “Agency on support Public-Private Partnership” (hereinafter - PPP Agency). PPP Agency created a Project Implementation Unit (hereinafter - PIU) for day-to-day management and coordination of the Project and provision of assistance to the Project in disbursement issues, financial management, reporting and other Project related activities. PIU shall be responsible for general coordination of activities and reporting under the Project. The need for the PPP Agency to engage consultants by purchasing their services is justified by the need for effective implementation of Project activities, defined general standards for operations, ensuring their universality and transparency, and facilitating and assisting the staff of the PPP Agency, as a Project participant, in the decision-making process. The Project will be implemented as the Investment Project Financing (IPF) and shall be regulated by the Decree of the Cabinet of Ministers of Ukraine dated 27.01.2016 № 70 “On the procedure for the preparation, implementation, monitoring and completion of the implementation of economic and social development projects of Ukraine supported by international financial organizations”, other legal acts of the Cabinet of Ministers of Ukraine, Orders of MoE and Project Operations Manual. OBJECTIVE The Financial Management Specialist takes measures to ensure financial management of the Project in compliance with World Bank regulations and national legislation. SCOPE OF SERVICES The Financial Management Specialist will be responsible for the following tasks: Ensure that the financial management of the Project complies with World Bank fund disbursement rules and procedures, ensuring the efficiency, security, and timely availability of funds. Providing assistance in preparing supporting documents for applications for funds (filling out forms, withdrawals applications and provision of other necessary information); Providing assistance in preparing and timely submitting the required financial reports to the relevant institutions (World Bank, Ministry of Finance of Ukraine and Ministry of Economy of Ukraine) during the Project’s implementation; Ensuring the accuracy and sufficiency of financial information submitted to the Bank; Ensuring the collection of necessary information to fill out an application for replenishment or documentation and making direct payments from the grant account on behalf of the Project participating enterprises within the Project; Cooperation with the respective teams on the use of funds within the Project; Preparation of information in response to requests from the Project Coordinator; Keeping records of all applications for the use of funds within the Project; Conducting proper reconciliations of the Project account and the special accounts; Performing preparatory work, support and coordination activities related to audit of the financial statements of the Project and periodic reports (interim financial reports). Performance of other tasks required within the framework of the Project implementation, including but not limited to: Maintenance interaction within Project Implementation Unit (PIU) consultants/members, PPP Agency, and Ministry of Economy. Execution of other tasks related to financial management as directed by the Project Coordinator or equivalent executive. REPORTING The Financial Management Specialist will report to the Director of the PPP Agency and First Deputy Minister of Economy of Ukraine (Project Coordinator).
