Finanzinstrumente für Landwirte - Inanspruchnahme und Hindernisse

Deliver a study on "Financial instruments for farmers - uptake and obstacles" of around 80 pages for the Members of the European Parliament's Committee on Agriculture and Rural Development (AGRI), focusing on the financial instruments available to EU farmers, their uptake and the barriers to accessing them. The study should provide a comprehensive overview of the topic, including through case studies to collect information beyond existing literature. It should also propose concrete policy options/recommendations relevant to EU decision-making, with a particular focus on the role and competences of the AGRI Committee. The study will provide a comprehensive analysis of available public and private financial instruments, their uptake and the obstacles in accessing finance in the agricultural sector, considering differences in Member States/regions and farm categories, in order to provide AGRI Members with valuable information on possible ways to overcome obstacles and improve the uptake of financial instruments by EU farmers. Moreover, the study will analyse the evolution of the use of the Common Agricultural Policy's financial instruments by farmers across the various programming periods and the implications of the future legislative framework in the field. Minimum requirements: team of minimum 3 experts with sound educational/professional qualifications and experience that are clearly relevant to the delivery of the research project (in particular agricultural and farm economics, with a focus on the financial aspects of farm business, agricultural data and statistics, and agricultural policies and legislation, and notably the CAP); at least one team member must have a proven publishing record on issues relevant to the topic of the research project in the academic journals of reference within the past 7 years, or must have undertaken studies and reports for public authorities (such as the European Commission or ministries) on issues relevant to the topic of the research project within the past 7 years; at least one team member should have at least 7 years of experience in managing projects. Participation to this procedure is open exclusively to natural and legal persons coming within the scope of the EU Treaties, to natural and legal persons established in a third country which has a special agreement with the EU in the field of public procurement, and to international organisations. This means that access to this procedure is granted to entities based in EU Members States; Overseas Countries and Territories; EEA Members: Iceland, Norway and Liechtenstein; Countries under SAA: North Macedonia, Albania, Montenegro, Serbia, Bosnia and Herzegovina and Kosovo. Others can participate only as subcontractors.
