(as per Procurement Plan): FLOWS-CS-CQ-12.1 The Government of Kosovo has received financing from the World Bank toward the cost of the Fostering and Leveraging Opportunities for Water Security Project (FLOWS) and intends to apply part of the proceeds for consulting services. The Kosovo Fostering and Leveraging Opportunities for Water Security (FLOWS) Project, funded by the International Development Association (IDA) and implemented by the Ministry of Environment, Spatial Planning, and Infrastructure (MESPI), seeks international consultant experience in conducting Environmental and Social Impact Assessment and related documents for a proposed dam in Kosovo. The proposed dam is a component of the FLOWS project, with the dam construction being one of the key activities within the overall project framework. The consulting services (“the Services”) include carrying out Preparation of site-specific Final Environmental and Social Impact Assessment (ESIA) Study Reports, Environmental and Social Management Plan (ESMP) -including, Labor Management Procedures (LMP), site-specific Resettlement Plan (RP), and Stakeholder Engagement Plan (SEP), for a proposed large dam to be located in the eastern part of Kosovo. The objective is to assess the potential environmental and social impacts of the project and propose mitigation measures to ensure compliance with applicable environmental and social policies under both the national laws and the World Bank’s Environmental and Social Management Framework. The Services will require strong coordination between ESIA studies and engineering team working on design, to ensure that the environmental and social impacts of design solutions are dully accounted for and that the engineering team integrated environmental and social recommendations into the design. The services will need to also provide costing estimates for the permitting processing and implementation of the environmental and social instruments. The duration of the assignment is expected to be 12 months, from consultancy contract award to finalization of reports. The estimated budget for the assignment is Euro 450,000 exclusive of local taxes (VAT). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant is expected to fulfill the following minimum requirements: Demonstrated experience in environmental and social assessment and planning, with specific expertise in dam or water resources infrastructure-related projects, including involuntary resettlement planning and livelihood restoration, funded by IFIs (at least 2 projects in the last 5 years) Proven experience in previous large multipurpose dam projects funded by World Bank or any other international financing institutions. (at least 1 project in the last 5 years) Prior experience conducting environmental and social studies in accordance with WB safeguard policies, with specific knowledge and training in the ESF and ESSs. (at least two projects in the last 5 years) The consultant must have in his team a licensed local expert for the preparation of the EIA Report according to Law No. 08/181 on EIA. Based on the data collected for the ESIA, this person will help develop the EIA Report, according to the requirements of the Kosovo EIA Law.
