Project: P146994 - Trade Promotion and Quality Infrastructure Reference: TPQI-W-2.3.1.1/2 Procurement method: Request for Bids Financing: World Bank Invitation for Bids Republic of Armenia Trade Promotion and Quality Infrastructure Project Project No: 8390-AM "Engineering City’s” Engineering Business Accelerator Building, Decorative Pool and Video Surveillance and Telecommunication Systems Construction ICB No. TPQI-W-2.3.1.1/2 1. The Republic of Armenia has received a loan from the International Bank for Reconstruction and Development for financing from the World Bank toward the cost of the Trade Promotion and Quality Infrastructure Project, and intends to apply part of the proceeds toward payments under the contracts for “Engineering City’s ” Engineering Business Accelerator Building, Decorative Pool and Video Surveillance and Telecommunication Systems Construction, ICB No. TPQI-W-2.3.1.1/2 . 2. The “Enterprise Incubator” Foundation (EIF) and Staff of Prime Minister’s Office of RoA (PMO Staff) now invites sealed bids from eligible bidders for the following works: “Engineering City’s” Engineering Business Accelerator Building (about 8400 sq.m), Decorative Pool (230 sq.m) and Video Surveillance and Telecommunication Systems Construction works according to the BoQ and drawings. The construction site is located at 74 Bagrevand St., 0062, Yerevan, RoA. The duration of construction works is 12 months. A margin of preference for eligible national contractors/joint ventures shall not be applied. Qualifications criteria include: Minimum average annual construction turnover, calculated as total amount of performance acts certifying completion of implemented works for contracts in progress and/or completed within the last 3 (three) years (2019-2021), divided by 3 (three) shall be at least: AMD 1,600,000,000 (or its equivalent in freely convertible currency); The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as AMD 500,000,000 (or its equivalent in freely convertible currency) net of the Bidders other commitments; Experience under construction contracts in the role of prime contractor, JV member, sub-contractor, or management contractor for at least the last 5 (five) years starting 1st January 2017; A minimum number of similar contracts (Construction of public and/or residential buildings /at least 2000 sq.m./, including all infrastructure according to the Project Construction requirements) that have been satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or sub-contractor within the period of 2017-2022 years: (i) One contract with minimum value of AMD 1,200,000,000 or its equivalent in freely convertible currency, or (ii) Two contracts, each with minimum value of AMD 800 000 000 or its equivalent in freely convertible currency, etc. More details for qualification requirements are provided in the Bidding Document (Section III. Evaluation and Qualification Criteria). 3. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers published by the Bank in January 2011 and revised in July 2014 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines, that meet the below-listed minimum qualification criteria. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest. 4. Interested eligible bidders may obtain further information from Projects Management Unit established within Prime Minister’s Office (PMU of the PMO) and inspect the bidding documents during office hours 09.00 to 18.00 of local time at the address given below. 5. A complete set of Bidding Documents (only in electronic format) in English and/or in Armenian may be obtained free of charge by interested eligible bidders upon the submission of a written application to the address below.
