EEA/SUN/25/003 - Increasing the circularity of bio-based and biodegradable waste 3.3.7

The EU Bioeconomy Strategy, first launched in 2012 and updated in 2018, established a foundation for fostering an innovative, resource-efficient, and competitive society. Recognising the pivotal role of the bioeconomy in driving the green transition, the strategy emphasises harnessing advanced biotechnologies, sustainable practices, and circular economy principles to tackle environmental challenges and unlock economic opportunities. To address emerging societal, demographic, and environmental challenges, the European bioeconomy policy must evolve. This includes reinforcing its industrial dimension and deepening links to biotechnology and biomanufacturing to build a more resilient and dynamic EU economy. The economic objectives are to be deployed with consideration to environment trade-offs, so they are sufficiently managed. A comprehensive review of the EU Bioeconomy Strategy in 2025 aims to ensure alignment with new priorities and strengthen its contribution to sustainability. Against this background, the main aim of this proposed contract is to assess the potential for higher-value use of biobased waste to enhance a circular and sustainable bioeconomy in Europe. The EEA envisages awarding a service contract to a service provider to draft a report covering the following main topics: · Identify data availability for relevant waste streams. · Consolidate existing data on biobased waste in Europe, including the destination of this waste. · Assess the potential for higher value use of biobased waste, including key challenges and opportunities. · Provide key tangible recommendations for how to increase the circularity of biobased waste in Europe. The final results will be presented in a report.
