Amendment to Technical Specifications - Payload Capacity Reference is made to the Bidding Documents issued under the above-mentioned Request for Bids. Following an internal review of the bidding documents and clarification requests received from several interested bidders, the Purchaser hereby amends the technical specification relating to the payload capacity as follows: Current requirement: Payload capacity: 1,400-1,500 kg Revised requirement: Waste payload capacity: not less than 950 kg (higher payload capacities are acceptable, provided that all other technical requirements and the maximum legally permitted Gross Vehicle Mass (GVM) of 3.5 tons are complied with) This amendment is made to align the technical specification with the industry standard for converted 3.5-ton temperature-controlled hazardous waste vehicles. A waste payload capacity of not less than 950 kg reflects the typical payload capacity available for this vehicle category, allowing the transportation of approximately one ton of medical waste while maintaining compliance with the maximum legally permitted Gross Vehicle Mass (GVM) of 3.5 tons. The amendment also aims to ensure technical feasibility, increase market availability, and promote fair and effective competition among qualified manufacturers. 2. Amendment to Bid Submission Deadline In light of clarification requests received from several interested bidders, the Bid Submission Deadline is hereby extended as follows: Current deadline: 17 July 2026 at 14:00 Revised deadline: 24 July 2026 at 14:00 This extension provides bidders with additional time to take the above amendment into account when preparing their bids. 3. General Provision All other terms and conditions of the Bidding Documents shall remain unchanged. For the avoidance of doubt, any previous clarifications issued by the Purchaser regarding the payload capacity requirement, including any statements indicating that no change would be made to this requirement, are hereby superseded by this Amendment to the extent of any inconsistency. This Amendment shall form an integral part of the Bidding Documents and shall be considered by all bidders in the preparation of their bids. Specific Procurement Notice Request for Bids Goods (Two-Envelope Bidding Process) Country: Republic of Kosovo Name of Project: Kosovo Comprehensive Approach to Health System Strengthening Project (KOMPAS) Contract Title: Procurement of transport vehicles for medical waste (MW) Credit No.: IDA 75410 RFB Reference No.: XK-MoH-1.3.3e-GO-RFB Issued on: 5 June 2026 The Republic of Kosovo has received financing from the World Bank toward the cost of the Kosovo Comprehensive Approach to Health System Strengthening Project (KOMPAS) and intends to apply part of the proceeds toward payments under the contract for Procurement of transport vehicles for medical waste (MW). 2. The Ministry of Health now invites sealed Bids from eligible Bidders for the supply and delivery of six (6) transport vehicles for medical waste, including warranty and related services. The vehicles shall be specially designed for the safe transport of infectious healthcare waste in compliance with applicable safety and environmental standards, in accordance with the technical specifications set forth in the Bidding Document. The delivery period shall be specified in the Bidding Document. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40%, and for Bid cost: 60% 5.
