Opis
Intention notice digital main plan for water and sewage in Orkland municipality Orkland municipality intends to enter into a contract with Va. Vision AS for the delivery of the Water and Sewage Plan for work on the main plan for water and sewage. The objective of the procurement is to support the municipality's work with water and sewage main plans, clearing plans and development plans, to ensure a total basis for planning, prioritising and following-up initiatives within the Water and Sewage area, as well as presenting the main plan and projects to politicians and inhabitants. The system shall be delivered as SaaS and it shall contribute to digital Water and Sewage management in accordance with the principles of Infrastructure Asset Management (IAM). The scope of the procurement is estimated to NOK 200,000,000 excluding VAT NOK 150,000 excluding VAT per annum - NOK 1.2 million over 8 years. Orkland municipality is holding the procurement without a competition, as the procurement concerns services that only a specific supplier can deliver because competition is impossible for technical reasons, cf. the Utilities Regulations § 9-3 letter b no. 2. The contracting authority intends to enter into an agreement with W&S vision AS 16.02.2026. It is intended to sign a contract for a framework agreement for an 8 year period, with six months notice in the contract period. Any objections are to be sent to Orkland municipality via the Mercell portal by 13 February. Questions can be sent to the municipality ́s water and sewage department.
