Opis

Ce marché d'assistance à maitrise d'ouvrage, au sens de l'article L2422-2 du code de la Commande Publique, est passée suivant : Une procédure avec négociation (Articles L.2124-3, R.2124-3, R.2142-15 à R.2142-18 et R.2161-12 à R.2161-20 du Code de la Commande Publique). Cette procédure est justifiée au titre du 4° de l'article R.2124-3 du Code la Commande Publique. En effet, le marché ne peut être attribué sans négociation préalable du fait de circonstances particulières liées à sa complexité, au montage juridique et financier, ou en raison des risques qui s'y rattachent (l'accompagnement à la définition d'un marché global de performance pour 3 opérations en conception-réalisation, incluant potentiellement un marché global de performance (MGP) à tiers-financement avec élaboration du dossier de candidature). La négociation permettra de clarifier ces aspects complexes spécifiques
