The Government of Kosovo (GoK) has received financing from the World Bank toward the cost of the Real Estate Cadastre & Geospatial Infrastructure Project (REGIP) , and intends to apply part of the proceeds toward payments under the contract [1]for DEVELOPMENT AND ADVANCING CADASTRAL INFORMATION SYSTEMS 2. The Kosovo Cadastral Agency now invites sealed Proposals from eligible Proposers for DEVELOPMENT AND ADVANCING CADASTRAL INFORMATION SYSTEMS . The fundamental objectives of this activity are as follows: Improving the functionality of existing systems : The focus is making changes in the informations systems for land administration, to increase the performance and managing the data quality for all the systems. Some of the information systems are old technology used and should be upgraded to the latest technology in order to have the new functionalities and best performance. Another upgrade of systems is changing the workflow in order to make it easier and more flexible to use. Improving system interoperability, especially with external systems : From those actual communication with external systems we have seen that data quality increased and processing of data is very fast. It helped the end users to have the data from external systems as fully validated and up to date. We are focused to increase the number of public and private institutions to communicate with them in the real time, since the data exchange will be with high quality and all other stakeholders will take the data in easy and fast manner. Redesign of the data model, in accordance with the ISO 19152 LADM standard: Some of the actual databases are in accordance with LADM standard but still need some improvements and upgrade to best fulfill with the LADM standard. We will analyze those actual databases and decide what can be upgraded, but without making any root changes since we have data stored in those databases, and we have to be very precise in converting and migrating of those data without losing any information. 3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition September 2023 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. 4.
