Project: P171150 - Health Systems Improvement Project Reference: BA-HSIP-9351-CS-CQS-25-2.1.2.5 Procurement method: Consultant Qualification Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - FIRMS SELECTION) BOSNIA AND HERZEGOVINA Health Systems Improvement Project (HSIP) Loan No. IBRD-93510 Assignment Title: Designing a server room Reference No .: BA-HSIP-9351-CS-CQS-25-2.1.2.5 Date : November 20, 2025 The Borrower, Bosnia and Herzegovina, and Federation of Bosnia and Herzegovina, through a subsidiary agreement with the Borrower, has received financing in the amount of USD 21,500,000.00 from the World Bank, toward the cost of the Health Systems Improvement Project (HSIP), and intends to apply part of the proceeds for consulting services. The consulting services ("the Services") include Design and Supervision services for the server room of the Federal Ministry of Health, located at Titova 9, Sarajevo, ensuring full compliance with the TOR referred to in this REOI. Consulting firms interested in the assignment may request the Terms of Reference (TOR) by contacting the email address indicated below. The Project Implementation Team (PIT) established within the Federal Ministry of Health now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested Consultants should send a Letter of Expression of Interest and provide the following information: (i) The Consultant's name and address, (ii) Contact persons for this project, (iii) Core business and years in business, (iv) Technical and professional capability, (v) Qualifications in the field of the assignment, (vi) Relevant experience (Experience in similar assignments under similar conditions). The shortlisting criteria are: Qualifications relevant to the assignment (40 points) and Specific experience pertinent to the assignment (60 points). CVs of the Key Experts will not be evaluated at the shortlisting stage. The shortlist will contain three to six firms. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers," July 2016 revised November 2017, August 2018, and November 2020 ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the arrangements described in the Procurement Regulations and specifically set out in the Request for Proposals.
