Project: P181604 - Center for Advancement in Restoration and Modernization Capacity Reference: IC-2.2 Procurement method: Individual Consultant Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST (REOI) SELECTION OF AN INDIVIDUAL CONSULTANT (NATIONAL) Ukraine Center for Advancement in Restoration and Modernization Capacity Project Grant No.: No. TF0C4831 Assignment Title: Communication Specialist Reference No.: IC-2.2 The Kyiv School of Economics Institute (KSEI) has received financing from the World Bank toward the cost of the Center for Advancement in Restoration and Modernization Capacity (CARMC) Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include supporting KSE-I in ensuring effective communication that provides visibility to the Project, builds trust among stakeholders, and strengthens engagement with communities in line with the objectives of Component 2 - Community Building through development and implementation of a Project Communication Strategy that provides a clear framework to achieve these aims. The assignment is estimated at approximately 14 to 17 working days per calendar month throughout the Project implementation period until June 30, 2028, with an expected start date in 2025, and services delivered primarily in Kyiv, Ukraine, with the possibility of remote work as consistent with the Terms of Reference. The Kyiv School of Economics Institute now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are: Bachelor's or Master's degree in Communications, Public Relations, Journalism, Marketing, International Development, or another related field; at least 3 years of professional experience in communication, public relations, or media work; experience in developing and managing a Communication Strategy, including implementation oversight and progress monitoring; experience in building and maintaining relationships with journalists, media outlets, and other external stakeholders; experience in engaging with government officials (including local authorities), donors, international partners and international financial institutions (IFIs), civil society, and media representatives; excellent writing and editing skills with a track record of producing articles, blogs, case studies, or other communication products both in Ukrainian and English; proficiency in managing digital communication tools and social media platforms for outreach and engagement; experience in monitoring communication activities, including the use of metrics and analytics to assess outreach and impact; previous experience drafting press releases, op-eds, and media advisories, and supporting media events such as interviews or press conferences; fluency in spoken and written English and Ukrainian. Desirable qualifications include experience in conducting communication audits, market research, and audience analysis; experience in developing crisis communication plans, protocols, or messaging frameworks; professional experience with public sector institutions (including government authorities, local governments), or international partners and international financial institutions (IFIs); demonstrated ability to manage relationships and build trust with stakeholders to enhance project visibility and credibility; experience in tailoring messages for different audiences, such as policymakers, practitioners, donors, and the general public; familiarity with multimedia production tools (e.g., graphic design software, video editing platforms) to produce infographics, presentations, or short videos; experience in collecting feedback and using data analytics to assess communication performance and improve strategies.
