No.: XK-MoH-277250-CS-CQS Date: 22.11.2022 Architectural design and Supervision of Renovation works in National Institute of Public Health in Kosova Background: At the request of the Government for support to respond to COVID-19 emergency, the Kosovo Emergency COVID-19 Project (P173819) was approved on May 20, 2020, with Additional Financing (AF) approved in June 2021. Both the Kosovo Emergency COVID-19 and AF project’s objective is to prevent, detect, and respond to the threat posed by COVID-19 and strengthen national systems for public health preparedness in Kosovo. The following are the components of the project: Component 1: Health Care delivery and health system strengthening; Component 2: Supporting households to comply with public health containment measures; Component 3: Project monitoring, communication, and community engagement; The overall objective of the Assignment The objective of this assignment is to develop a technical design to be used in renovation of part of the current premises of the National Institute of Public Health (NIPH) of Kosovo for laboratory, teaching, and office purposes as well to carry out day to day, on site, technical supervision/ inspection of renovation works on behalf of Ministry of Health. Scope of the work Design Stage the consultant is expected to: • Survey and review the structural performance of the existing facilities, and provide to the Client proposals for incorporating them in the technical designs; Adapt the existing model architectural and technical plan and designs, as well as the physical environment structure to be used in renovation of the current area in the National Institute of Public Health (NIPH) in Kosova as defined by the Client; Total quantity of premisses under review to be renovated is 1800-2000 m2 ; • Support and assist the Client to include environmental and monitoring requirements in the bidding documents; Supervision Stage • Review and approve materials to be used in the renovation; • Control and supervise that quality of the works carried out and submitted by the “Contractor” are in accordance with the contract provisions and BoQ; • Maintain a Daily work diary and Construction book for each site and pre-approve of contractor’s works and interim payment certificates (by signing them). The consultant will 2 make sure to follow works contract provisions, including but not limited to suspend, interrupt or reduce request for payments to the contractor - with the approval of the Client/MoH, - in cases the quality or quantity of the works is not in accordance with the technical specifications, the BoQ and/or other provisions of the contract; • Any contingency budget should be identified and required as needed. However, this budget if available is not part of the Contractor’s BoQ, but only to be used at the discretion of the Client. • Take appropriate measures or remedial actions to correct technical defects that may arise, either due to unexpected or to inherent deficiencies in the plans and/or technical designs; • Review, verify, approve and keep on file the following forms and documents prepared by the contractors: Qualifications and experience: - Construction design, architecture and layout, civil engineering, and construction supervision; - Minimum five (5) years of equivalent professional experience in construction design and construction supervision; - At least 1 (one) similar assignment of construction design or supervision. within the last five years (2021, 2020, 2019, 2018 and 2017); - Proven experience with World Bank projects or other international organization will be considered an advantage; - Availability of professional and qualified key staff within the company Other specific tasks, deliverables, professional and qualified key staff requirements etc. are indicated under TOR for this assignment.
