Project: P500560 - Sustainable Transition through Energy Efficiency in Moldova Project (STEEM) Financing: World Bank GENERAL PROCUREMENT NOTICE Country: Republic of Moldova Project: Sustainable Transition through Energy Efficiency in Moldova Project Sector: Energy GENERAL PROCUREMENT NOTICE Loan No. 9696-MD Project ID No. P500560 The Republic of Moldova has received financing in the amount of US$ 54,500,000.00 ( fifty-four million five hundred thousand ) equivalent from the World Bank toward the cost of the Sustainable Transition through Energy Efficiency in Moldova Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1. Energy Efficiency (EE) investments in Public Buildings. This component will finance: the retrofit of public buildings focusing on educational facilities (may also include certain central government buildings); improvements in the heat supply by central district heating (DH) in educational facilities and other public buildings; support to on-going Government’s efforts to set up a sustainable mechanism for energy efficiency in the framework of the Super ESCO model proposed under development. This component comprises the following sub-components: Sub-component 1.1. Energy efficiency renovation of public buildings. This sub-component will finance the retrofit of 46 schools across the country, which were selected from a list of eligible buildings that has been identified and agreed upon with the Ministry of Education during project structuring, include: (i) the implementation of Standard Energy Efficient Retrofit Measures, including thermal insulation of walls and roofs, the replacement of windows and doors, renovation of Internal Heating System, ventilation and air conditioning systems, and the replacement of lighting, using Well-proven Technologies and equipment for energy efficiency improvements in end-use application, (ii) the installation of Heat Pumps, Solar Thermal Collectors and Rooftop Solar PV, and (iii) Ancillary Measures to ensure sustainability of the Subprojects. Sub-component 1.2. District heating upgrades. This sub-component will finance improvements in the central District Heating heat supply in Prioritized Education Facilities and Public Administration Facilities through the installation of Individual Heat Substations, including DH Network Upgrades and Required Reconfiguration of DH Distribution Pipelines for IHS installation at building site. Sub-component 1.3. Initial capitalization of sustainable mechanism for EE. The sub-component will support NCSE with the initial operationalization of the Borrower’s Sustainable Financing Mechanism for Energy Efficiency (SFMEE), including: (i) the provision of technical assistance for the carrying out of energy audits, preparation of detailed designs and technical specifications for energy efficiency improvements, technical reviews, and other technical studies, and (ii) the acquisition of IT Equipment for NCSE. Component 2. Implementation support and technical assistance. This component will strength the Borrower’s implementation capacity, through inter-alia : (i) the provision of support for MEPIU Project management and coordination, including Operating Costs; (ii) capacity building of Relevant Entities; (iii) the development and operationalization of the GIS Information System and Database, and EE Information System for project management at NCSE; (iv) the carrying out of Energy Audits, including monitoring and verification of results and detailed technical design studies for Selected Education Facilities (v) the development and implementation of a Capacity Building Program on energy efficiency for the Relevant Entities, including study tours and workshops, and (vi) the development and implementation of a Women in the Energy Sector Internship Program including the provision of onboarding training to the Eligible Interns, and the provision of an Internship Allowance to the Eligible Interns. This component is expected to contribute to the creation of new incentives for EE and increase private sector participation in EE projects and helping Moldova to reach scale in EE investments in a sustainable manner. Component 3. Contingent emergency response component. Provision of immediate response to an Eligible Crisis or Emergency, as needed. This component would have zero allocation of financing to allow for rapid reallocation of proceeds of uncommitted financing in the event of an eligible crisis or emergency. For the CERC to be activated, and financing to be provided, the Government of Moldova will need to (a) submit a request letter for CERC activation and the evidence required to determine the eligibility of the emergency, as defined in the CERC manual; (b) have an Emergency Action Plan, including the emergency expenditures to be financed; and (c) meet the E&S requiremen
