Suomi - Elektroniset ilmoitustaulut - KESKEYTYSILMOITUS: MLNRV3 (Artic X34) raitiovaunujen pysäkkinäytöt

Pääkaupunkiseudun Kaupunkiliikenne Oy järjesti tarjouskilpailun RV Kalusto ja Varikko Oy:n toimeksiannosta MLNRV3 (Artic X34) -raitiovaunujen uusien pysäkkinäyttöjen hankinnasta. Vaunusarjan koko on 70 raitiovaunua. Näyttöjä oli tarkoitus hankkia yhteensä 385 kpl, joista 350 kpl oli tarkoitus asentaa raitiovaunuihin ja 35 kpl varalaitteiksi. Hankinnan kohteena oli MLNRV3 (Artic X34) -raitiovaunuihin tulevat pysäkkinäytöt. Hankinta sisälsi ainoastaan pysäkkinäyttöjen toimituksen. Yhdessä vaunussa on viisi (5) kappaletta pysäkkinäyttöjä. Pysäkkinäyttöjen arvioidut toimitusajankohdat ajoittuivat vuosille 2027-2028. Toimittajan tuli kyetä toimittamaan näyttöjä, jotka täyttävät teknisessä liitteessä (liite 3) asetetut pakolliset vähimmäisvaatimukset. Hankintayksikkö havaitsi tarjouspyynnössä seuraavan virheen, jota ei voitu korjata keskeyttämättä hankintaa ja julkaisematta uutta hankintailmoitusta. Tarjouspyynnössä ja sen liitteissä ei ollut asetettu vaatimuksia järjestelmän tietoturvalle eikä ohjelmistopäivitysten hallinnalle. Edellä mainitut vaatimukset olivat hankinnan kohteen näkökulmasta keskeisiä, ja niiden olisi tullut olla mukana hankinnan vähimmäisvaatimuksina tarjouspyynnössä. Vaatimusten lisääminen olisi ollut olennainen muutos hankintaan, joten virhettä ei voitu korjata korjausilmoituksella. Edellä mainittuun viitaten hankintayksiköllä on lainsäädännön tarkoittama todellinen ja perusteltu syy hankinnan keskeyttämiselle. Ratkaisu ei siten vaikuta syrjivästi tarjoajiin. Hankintamenettely aloitetaan myöhemmin uudelleen alusta julkaisemalla sitä koskeva uusi hankintailmoitus Hilma-ilmoituskanavassa ja TED-palvelussa. The Helsinki Metropolitan Area Transport Company organized a tender procedure on behalf of RV Kalusto ja Varikko Oy of the procurement of the new stop display screens for MLNRV3 (Artic X34) trams. The total fleet consists of 70 trams. Total of 385 displays were to be procured, of which 350 units were to be installed in the trams and 35 units as spare devices. The subject of the procurement was the stop display screens for MLNRV3 (Artic X34) trams. The procurement included only the supply of the stop display screens. Each tram is equipped with a total of five (5) stop displays. The estimated delivery dates were between 2027-2028. The supplier was required to be capable of delivering displays that comply with the mandatory minimum requirements specified in the technical appendix (Appendix 3). The contracting entity identified the following error in the invitation to tender, which could not be corrected without discontinuing the procurement procedure and publishing a new contract notice. The invitation to tender and its appendices did not include requirements relating to system cybersecurity or software update management. These requirements were essential from the perspective of the subject matter of the procurement and should have been included as minimum requirements in the invitation to tender. Adding such requirements would have constituted a material modification to the procurement and therefore the error could not be corrected by means of a corrigendum notice. With reference to the above, the contracting authority has a justified reason within the meaning of the legislation to interrupt the procurement. The decision therefore does not have a discriminatory effect on tenderers. The procurement procedure will be restarted at a later stage from the beginning by publishing a new procurement notice concerning it in the Hilma notification channel and in the TED service.
