Project: P180318 - Repairing Essential Logistics Infrastructure & Network Connectivity (RELINC) Project Reference: RLNC-AR-C3 Procurement method: Individual Consultant Selection Financing: World Bank REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES - INDIVIDUAL CONSULTANT SELECTION) UKRAINE REPAIRING ESSENTIAL LOGISTICS INFRASTRUCTURE & NETWORK CONNECTIVITY (RELINC) PROJECT Grant No.: TF0C0417 Assignment Title: Consultancy services “Sector - wide Environmental and Social Management Framework preparation” Reference No .: RLNC-AR-C3 BACKGROUND Ukraine has received financing from the World Bank toward the cost of the Repairing Essential Logistics Infrastructure & Network Connectivity (RELINC) Project, and intends to apply part of the proceeds for consulting services. The Project will be implemented by the State Agency for Restoration and Development of Infrastructure of Ukraine (AR) and Ukrzaliznytsia (UZ) under overall overseeing of Ministry for Communities, Territories and Infrastructure Development of Ukraine (MCTID). Implementation of the Project shall be regulated by the Resolution No. 153 of the Cabinet of Ministers of Ukraine “On the creation of a unified system of attraction, use and monitoring of international technical assistance” dated 15.02.2002, other legal acts of the Cabinet of Ministers of Ukraine, orders of AR, Project Operations Manual, and IBRD Rules and Policies. OBJECTIVE The purpose of this assignment is to engage an individual consultant to prepare a sector-wide ESMF in line with the Project's objectives, ensuring compliance with both established and potential project activities to the Environmental and Social standards of international donors who will be involved in the restoration of Ukraine's logistical infrastructure (road, rail, and port infrastructure). REQUIRED EDUCATION AND QUALIFICATIONS Fluent English, and Ukrainian language, including knowledge of social and environmental impact terminology relating to the Projects; Experience in E&S documents preparation for infrastructure projects financed by IFIs; At least 7 years of experience in the area of social and environmental management; Experience in social and environmental impact sphere (including gender policy, citizen engagement / beneficiary feedback) during project development, mainly infrastructure projects; Strong communication skills with both government partners and communities (rural and urban). Advanced level of PC skills, knowledge and practical skills of using standard MS packages (MS Word, Excel, Power Point), email and databases; Experience in conducting public events (round tables, public hearings, trainings). PLACE, DURATION AND REMUNERATION The services are expected to be provided till December 31, 2024. In case of changes in the work terms, the Contract Completion Date may be changed. The contract will be executed on lumpsum basis. The Consultant will provide itself with vehicles, accommodation, cover the relevant maintenance costs, provide itself with communication equipment, materials, prepare reports, etc. The assignment may require business trip within Ukraine.
