Project: P180332 - Restoration Project of Winterization and Energy Resources Financing: World Bank GENERAL PROCUREMENT NOTICE Ukraine Restoration Project of Winterization and Energy Resources Energy Sector GENERAL PROCUREMENT NOTICE URTF Grant No. TF0C0424 Project ID No. P180332 Ukraine has received financing in the amount of US$ 200,000,000 equivalent from the World Bank toward the cost of the Restoration Project of Winterization and Energy Resources, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project will include the following components: Component 1. Emergency equipment for the electricity transmission infrastructure. Procuring, transporting to the sites within Ukraine, and delivering substation equipment for Private Joint Stock Company “National Power Company “Ukrenergo” including, inter alia, autotransformers, transformers, instrument transformers, reactors, circuit breakers, disconnectors, surge arresters, relay protection devices and substation automation system equipment, and specialized machinery and vehicles to assist in the restoring the electricity supply for the national transmission network. Component 2. Emergency equipment for the heating services. Procuring, transporting to the sites within Ukraine, and delivering essential equipment and materials for District Heating Companies for heating services including, inter alia, mobile and stationary heat-only boilers, mobile mini co-generation units, pipes, fittings, valves, pumping sets and pumps, essential parts to repair district heating and gas networks, equipment for liquid fuel depot repairs, and equipment to provide alternative heating options such as electric heating and biomass-based heating. Component 3. Project Management and Monitoring Provide support for Project implementation and management, including: (i) consulting services for procurement, financial management, environmental and social risk management and supervision, coordination, monitoring and evaluation, audit and reporting; (ii) training of staff. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (November 2020) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online and on the World Bank’s external website.
