Project: P508490 - Preparation of Resilient Projects to Advance Recovery of Ukraine (PREPARE Ukraine) Financing: World Bank GENERAL PROCUREMENT NOTICE UKRAINE PREPARATION OF RESILIENT PROJECTS TO ADVANCE RECOVERY OF UKRAINE (PREPARE UKRAINE) PROJECT INFRASTRUCTURE, PPP's & GUARANTEES PRACTICE AREA GENERAL PROCUREMENT NOTICE Grant No. TBD Project ID No. P508490 Ukraine has applied for financing in the amount of US$ 44.30 Million equivalent from the World Bank toward the cost of the Preparation of Resilient Projects to Advance Recovery of Ukraine (PREPARE UKRAINE) Project with a total Project cost of US$ 200 Million, and it intends to apply part of the proceeds to payments for mainly consulting services to be procured under this project. The Project Implementing Agency is the State Organization Agency on Support Public-Private Partnership (the “PPP Agency”). The Project will include the following components: Component 1. Strengthening Institutional and Technical Capacity Capacity strengthening for the Ukraine Government PPF, managed by the PPP Agency Expert advisors for project preparation Component 2. Project Preparation Studies Component 3. Project management Part of the proceeds of the above financing will be used for procurement of the following: Consulting Services: Training and capacity building across the Government of Ukraine, including to PPP Agency, and the staff of ministries, state agencies, and regional and local governments involved in project preparation. Capacity support to ministries, state agencies, and regional and local governments responsible for preparing and implementing projects. Support for policy development, guidance materials, and any other processes required; training for any Government of Ukraine officials and other stakeholders involved in the Public Investment Management system Preparation of projects from the Single Project Pipeline prioritized by the Government of Ukraine as part of the Public Investment Management process and approved by the Strategic Investment Council: design and structuring of projects (detailed planning for project preparation and structuring, including the development of a standardized model for infrastructure business case development); pre-feasibility analysis and concept definition (preliminary market, technical, environmental, social, land and climate-related issues; legal, regulatory, security assessment, reforms required to enable successful projects; cost-benefit analysis; preliminary design and appraisal; recommended choice of procurement; and community and civil society consultations); E&S studies (including Environmental and Social Impact Assessments, ESIAs); detailed feasibility and design studies; financial structuring to attract private funds and/or share risks with private sector, as and where appropriate, etc. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. Due to the ongoing emergency nature of operations, procurement simplifications and flexibilities as defined in the “Guidance Note for Procurement in Situations of Urgent Need of Assistance or Capacity Constraints” dated March 2019 will apply. The specific flexibilities for Ukraine were approved by the Chief Procurement Officer in July 2022 and subsequently extended to June 2024 and June 2026. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a No Objection.
