Project: P176366 - Building Effective, Transparent and Accountable Public Financial Management Institutions Project Reference: MK-MOF-01-CS-INDV-2023-BETAPFMI Procurement method: Individual Consultant Selection Financing: World Bank Building Effective, Transparent and Accountable Public Financial Management Institutions Project Project ID No: P176366 Request for expressions of interest for individual consultant services for the following assignment: Project Manager 1. The Republic of North Macedonia has received financing from the World Bank toward the cost of the Building Effective, Transparent and Accountable Public Financial Management Institutions Project and intends to apply part of the proceeds toward payments under the contract for an individual consultant's, used for hiring Project Manager. The Project Development Objective (PDO) is to improve the efficiency, transparency and sustainability of public expenditure and increase the effectiveness of revenue administration. 2. The Ministry of Finance of the Republic of North Macedonia now invites eligible Individual Consultants to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills etc.). The detailed Terms of Reference (TOR) for the assignment can be found at the following website: https://finance.gov.mk/ 3. The objective is to hire an Individual Consultant as Project Manager who shall have the ultimate responsibility for the overall management and coordination of the Project Implementation Unit (PIU) work in implementation of BETAPFMI. S/he would be responsible for the quality of technical, operational, organizational and administrative activities needed for efficient project implementation. 4. Necessary qualifications of the consultant are the following: University degree in Economics, Business Administration, Public Administration, or relevant fields; At least 10 (ten) years of working experience in government and/or other public sector institutions, or international organizations, or international private sector, or in the NGO sector; At least 5 (five) years of project management experience; Previous experience in managing at least one project of similar complexity (multi-million-euro budget, multi-organization stakeholders/beneficiaries, international donors/financiers, large procurements, change management); Proven experience in leading and utilizing contract management (managing service delivery, formal governance of the contract, relationship management, performance improvement and managing changes in the contract); Previous relevant experience in implementation of World Bank projects would be considered as an advantage; Good knowledge of the Macedonian state institutions, both on central and local level; Good communication and social skills; Fluency in English and Macedonian; Full computer literacy (MS Office). 5. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers - Procurement in IPF of Goods, Works, NonConsulting and Consulting Services, (Regulations) issued in July 2016, revised November 2017 and August 2018. www.worldbank.org/procurement. Interested consultants are invited to submit their CV's in English electronically (as word documents, in pdf or similar formats, with size not to exceed 10 MB) or in hard copy, which should among all outline that they are qualified to carry out the services.
