Norway - Professional services for the gas industry - Delivery of electrical personnel for replacing cables

AS Norske Shell intends to extend the existing contract with Elmo Teknikk AS for the delivery of Electrical personnel for the execution of the cable replacement project at Nyhamna Gas Facility. AS Norske Shell has assessed that the terms for a direct procurement have been met. This is in accordance with the Utilities Regulations § 9-3. "Terms for procurements without competition", letter b. "competition is impossible for technical reasons" by: Personnel involved in the assignment have established connection authority that is necessary for the execution of the assignment. Such an authority will take a relatively long time to develop so that a trade-off will have a significant impact on productivity. Personnel involved in the assignment have access to the contracting authority ́s technical document system for collecting assignments as well as updating technical data. Such access requires training and knowledge of both work processes and a system and it will require considerable time and resources in connection with changes of the work. The contract will be extended for 3 years from 01.12.2025 until and including 30.11.2028.
