Description
Asker municipality intends to enter into a concession contract with Skiheisservice AS, organisation number 983 375 219, for operation of Vardåsen ski centre, cf. Concession contract regulations (concession contract regulations). Vardåsen ski centre is an important facility in Asker municipality for self-organised winter activities for children and youths, as well as being the home arena for the alpine branches of Asker ski club. The operation of the facility requires special competence to ensure that the activity can occur in accordance with municipal plans and political guidelines and requires knowledge on safe operation of the lift, snow production and preparation, as well as the necessary preparations before the start of the season. The duration of the concession contract that Asker municipality would like to enter into is four years with the possibility of taking out two options one year at a time (4+1+1 years). The contract will start during the current ski season. The tenderer will receive an annual operating subsidy in accordance with the contract. NOK 1,710,000, excluding VAT from Asker municipality, in addition to all ticket revenue. Asker municipality provides the installations and the necessary machines for operation, at the tenderer's disposal. The tenderer has the full operational risk of the plant. The contract ́s total value, including the options and the value of the machines that the tenderer can access from the Contracting Authority, is estimated to NOK 100,000,000 excluding VAT. 23 477 479, excluding VAT. The background for the intention notice is that the Contracting Authority, through a market survey carried out in February 2025, has only received a message of interest from one tenderer who fulfils the qualification requirements for such an operation required for this facility. Due to the time lapse from the implementation of the market dialogue up until now, the Contracting Authority chooses to announce the contract signing even if the contract ́s value is below the threshold for such notice in accordance with the concession contract regulations. The qualification requirements set by the contracting authority to relevant tenderers are experience with the operation of equivalent installations, with particular emphasis on safety and overall understanding of such operation and what is required, including having employees who have an operations manager certificate. In addition a tenderer must be able to see to and operate the snow production installations and the machines at their disposal. Furthermore, the tenderer is required to have sufficient economic and financial capacity to fulfil the contract. Tenderers shall be credit worthy and rated A or higher in accordance with Bisnode AS with the service RiskGuardian Suite. Based on this, the Contracting Authority considers that there is only one supplier in the market who can cover the Contracting Authority's needs and requirements. Any objections are submitted within 10 days calculated from the day after the notice date. If the Contracting Authority does not receive any objections, the contract will be sent for electronic signing to the named tenderer after the waiting period has expired.
