Description
Oslo municipality c/o the Norwegian Welfare Administration, shall procure user controlled personal assistance (BPA). The current framework agreement for user controlled personal assistance expires 31 March 2028 and the Norwegian Welfare Administration has been given the task of procuring new framework agreements. Why are we making a prior information notice? In 2011 Oslo kommune implemented user choice for user controlled personal assistance. The aim of the procurement is that the user choice scheme shall function in accordance with the intention and that residents who are granted BPA have a real possibility of choosing a supplier. The framework agreements shall regulate the BPA service that the municipality procures from suppliers, i.e. the execution of the approved decision. The framework agreements will not regulate the district districts' processing of applications and the content of the decisions. We would like to get in touch with as many potential tenderers as possible and implement a procurement that helps ensure real user choice. A prior information notice is to invite potential tenderers to a dialogue meeting about the new procurement. What do we need help with from you? We would like to have a dialogue with suppliers who provide the service for user-controlled personal assistance, or who are planning to initiate such a service offer. At the meeting we would like to get their input on, among other things: · What you think is important that the framework agreement regulates, so that the users shall get good services? · How shall we ensure a real user choice for BPA recipients in Oslo municipality? · What is it necessary for you to submit a tender for BPA - frameworks, terms and prerequisites for the competition. · What risks do you see from entering into a framework agreement to provide BPA services to Oslo municipality? The meeting is open to all tenderers, both those who currently provide BPA services and those who are considering creating such a tender.
