Motivering toepassing artikel 2.163d van de Aanbestedingswet 2012 Inleiding De IND heeft onder dwingende spoed een opdracht verstrekt aan Netcompany voor de ontwikkeling van software ten behoeve van het nieuwe screening- en asielproces in het kader van het Europese Migratie- en Asielpact. De opdracht zag op de realisatie van een minimale “bronzen versie” van: • INDIRA (I&R-applicatie); • INDOVA (Self Service-applicatie); • MijnOmgeving voor het Asielproces inclusief Advocatuur. Deze bronzen versie was bedoeld als minimale basisvoorziening om tijdig te voldoen aan de vereisten van het Migratiepact en vervolgens verder door te ontwikkelen naar een volledige, toekomstbestendige oplossing. De opdracht betreft het realiseren van software benodigd voor het nieuwe screeningsproces (inclusief het overgenomen I&R proces) ten behoeve van het Migratiepact. Hiervoor zal een demoversie (fase 1) als basis dienen voor verdere ontwikkeling. Het bouwen van de software duurt tot 31 december 2025 waarna de benodigde software opgeleverd (fase 2) moet zijn om tijdig tot implementatie over te kunnen gaan en voor juni 2026 gereed te zijn (fase 3). Na implementatie volgt een beheerperiode van circa 2 jaar om de overgang naar zelfstandig beheer door de IND te realiseren. 7.500.000
