Irlande - Avis d'information prealable : accords-cadres de services de soutien pour la mise en oeuvre du plan d'action bruit de l'agglomeration de Dublin 2024-2028

This Prior Information Notice is being used to notify the market that Dublin City Council intends to publish two separate Frameworks agreements for the provision of Consultancy Services to support the implementation of the Dublin Agglomeration Noise Action Plan 2024-2028 (DANAP) in respect of the administrative areas of Dublin City Council, Fingal County Council and Dún Laoghaire Rathdown County Council only. Framework 1 - Evaluation of Priority Important Areas (PIAs) and/or Other Areas of Environmental Noise Exposure. The scope of services covered by this Framework 1 includes but not necessarily limited to the following; • Specification for, review and analysis of noise monitoring data • Traffic surveys - specification for, review and analysis of data • Data review and processing • Acoustic modelling, studies and consulting • Preparation of and/or review of traffic model(s) for use in noise model • Noise modelling to CNOSSOS-EU methodology • Identify and evaluate noise mitigation measures (road and rail noise sources) including use of a noise model to investigate a range of scenarios • Synergies with other environmental noise criteria and monitoring data, e.g. Air Quality • Road, traffic and rail engineering particularly in the context of a technical understanding of the development of engineering options relevant to noise mitigation including cost estimates etc. • Population Exposure Stats and Health Effects Assessment including change in noise levels assessment across the population • Cost Benefits Analysis (CBA) including whole life costs and multi-criteria assessment (MCA) • Environmental assessment • Consultation with stakeholders (internal and external to DCC) • Public Consultation (support and advice) • Preparation of study reports • European & National best practice in relation to noise management and other related policy and practices • Support investigation of funding sources and mechanisms (i.e. national, EU etc). General • Deliverables and Documentation • Project Management Framework 2 - Evaluation of Candidate Quiet Areas and Other Acoustic/Noise Related Services The scope of services covered by this Framework 2 includes but not necessarily limited to the following; • Specification for, review and analysis of noise monitoring and/or soundscape data sets • Completion of acoustic sound level monitoring and soundscape monitoring using appropriate equipment • Data review and processing • Acoustic modeling, studies and consulting • Soundscape assessment, modelling, analysis and mapping • Landscape and land use analysis • Onsite perception surveys and questionnaires (i.e. consultant, visitors etc) • Options to improve and/or protect the soundscape / acoustic quality or reduce environmental noise (where appropriate) • Stakeholder consultation (internal and external to DCC) • Public Consultation (support and advice) • Preparation of Study reports • International and national best practice and guidance in relation to quiet area identification and management • Support application to the EPA/Minister for designation. General • Deliverables and Documentation • Project Management Other Acoustic/Noise Related Services; • Support for Planning Related Services o Review acoustic design reports relating to planning submissions o Prepare acoustic design reports for property/other development o Support in relation to planning guidance relating to noise • Support/advice relating to noise complaints and related issues • Support relating to noise policy (development and interpretation) The Contract Notice for Framework 1 will be published late 2025 or Q1, 2026. The Contract Notice for Framework 2 will be published in Q2, 2026. A detailed scope of services for the 1st contract under each Framework will be available at that time and used to establish the Framework in each case. This PIN seeks to inform the market of the Council’s strategy in respect of implementing the current Dublin Agglomeration Noise Action Plan to ensure the market is aware the procurement approach as the frameworks contain different scope of services and will be published at different times. Interested parties may therefore be better informed with regards to which, if either, framework they are interested in participating in. Each framework will be established for two years with the option to extent by two one-year periods.
