The Ministry of Agriculture, Forestry and Water Economy financing from the World Bank toward the cost of the Agriculture Modernization Project and intends to apply part of the proceeds toward payments under the contract for Information system for data management of state-owned agricultural land, including the acquisition and installation of hardware and software . 2. The Ministry of Agriculture, Forestry and Water Economy now invites sealed Proposals from eligible Proposers for the design, supply, installation, and commissioning of the State Agricultural Land Management Information System (SALMIS), including the creation of a geospatial/graphical layer of leased agricultural land and pastures, full integration with existing systems (FR/LPIS, PEMP JONGIS, AREC, AFSARD IACS, and others), provision of necessary hardware and software, data migration, training, and technical support. The Information System shall be implemented on a nationwide basis through MAFWE and PEMP branch offices, with Operational Acceptance to be achieved within 15 months from the Contract Effective Date, at sites specified in Section VII, Purchaser’s Requirements 3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September, 2025 - Seventh Edition (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 40 percent and for Bid cost: 60 percent. 5. The Request for Proposals document in English may be downloaded free of charge by interested eligible Proposers from the Electronic System for Public Procurement of the Republic of North Macedonia at the following link: https://e-nabavki.gov.mk , under the section Loans/Donations/Grants. 6. Interested Bidders may obtain further information from Agriculture Modernization Project on the following e-mail: procurement@amp.mk and inspect the bidding document during office hours 0800 to 1600 CEST (GMT+2) at the address given below Aminta Treti Street, No. 2, 1000, Skopje, Republic of North Macedonia. 7. Proposals must be delivered to the address below on or before 2025/10/31, 15:00 local time (Skopje, Republic of North Macedonia) , Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 2025/11/03, 10:00 local time (Skopje, Republic of North Macedonia) All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.. 8. All Proposals must be accompanied by a Proposal security of EUR 60,000. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document. 10.
